My foreskin is stuck to my glans!?

Hey guys, this is kinda embarring but its been worrying me. Its not the string at the back, my banjo string, thats fine, but like o the front, just before my foreskin is just behind the head its like the foreskin is stuck, its kinda painful, but it looks like smegma underneath, and I can fit a q tip under where its stuck, but its sore. I have never cleaned there, as I've never pulled back my foreskin (I'm only 15)Can anyone tell me if it is actually smegma sticking it down or anything else? Btw I can pull everything down but this one bit sticks down and prevents me getting it all the way down.
