President arrived in Chicago At O'hare?

I heard only some people complained about O'hare delays because president Obama is arriving and that o'hare had to be on lock down and no other planes can takeoff or land while Air Force one is. I was just wondering is this true? If it is do you think its fair for other people that have to get to places on time and not late like for Business meetings?
