Does your toddler stilll wake up at night like mine does, and what do you do about it?

My daughter just turned 22 months old and she still wakes up in the night. I know there is nothing wrong with her and we are trying to let her cry it out. It's very hard and in the past we admit to coddling her a little--rocking her, picking her up, or giving her a drink. We don't do that anymore but it's taking awhile for her to get used to not being catered to. She will cry for an hour or more and then stop, but b/c our house is so tiny, she can hear if one of us even turns over in bed--and she starts crying all over again. It's very exhausting. Any suggestions? Just keep doing what we're doing? Help!
