CWE Officer select in the Navy after going for Pilot?

I don't understand...you are enlisted in the air force and applying for naval aviation? Aren't all those officer programs to start with? I am missing something here...and you are 27??? If you are thinking fixed wing as in jets i would say forget it...do you know how many applications they get from college kids with engineering degrees?
